Eliza was on a field trip to the White House with her high school class when she caught the attention of Nathan Hale, who immediately saw the talent in her when she went into detail about a trip she'd been on with her family when she was younger. (she went so far as to remember the color of the polo logo on her father's shirt) It was later that she discovered her telepathy, and now she's joined Eagle's Nest, training to become a full agent, and developed a sort of pseudo father-daughter relationship with Hale. He's proud of how far she's come in such a short time.
